Paul Bagnall (DHL Express)

Paul Bagnall is a Senior Associate Broker with IFCBAA and has over 34 years’ experience in the Customs Industry.

Paul’s current role is Senior Manager, Customs & Regulatory Affairs, with DHL Express (Australia) Pty Ltd.

Paul started his career with Rohlig Express as a House Clerk / Runner, progressing through to UPS as a Compiler, then Classifier, before becoming a licensed Customs Broker in 2006. In 2007 Paul also played a leading role in the set-up and implementation of an offshore pre-clearance data entry processing facility, including building the team and training staff. Paul has continued gaining experience throughout the years in various management roles.

In 2009 Paul was appointed to the Executive Committee of the Conference of Asia Pacific Express Carriers (CAPEC) Australia. During his early years in CAPEC, Paul was instrumental in the successful lobbying of Parliament, Australian Taxation Office and Australian Border Force for the GST Offshore Collection Model on low value goods into Australia, following through to the implementation of this legislation.

Within his role in CAPEC, Paul continues to be a key member of many government agency industry committees, including Trade & Goods Compliance Advisory Group (CAG), Trade Facilitation Initiatives Working Group (TFIWG), National Committee on Trade Facilitation (NCTF), Trade Technology Working Group (TTWG), ICS Technical Working Group, Department of Agriculture, Fisheries & Forestry Cargo Consultative Committee (DCCC).

Paul is married with two young adult sons, and is living in Sydney.
